Enough framerates, but gameplay is still very slow > What CPU, Motherboard and amount of Ram and in how many sticks the ram is divided (aka, 4gb can be 2x2gig or 4x1gig)

Fix your ram. Make it around 2, or 4 gig. And your problems should be solved. (Magicka uses 800 mb, but xp itself like 400 = 200 mb short)
(Extra Info: The lag is caused because the game has to get the info from your hard drive. And that is slow. That is why some games take long time to load, they need to set all the required textures and stuff into your RAM so that it can be accessed with such speed that you won't notice it. But, when there isn't enough RAM it needs to get it from the hard (or SSD, but I think you have a hard drive) >> Lag.)
Mmhh, looking at the Radeon thing, it seems that you're using a notebook.
To change your ram in your notebook, you will need to open it up (obviously) and place the RAM in it, if I'm right, then you need special notbook RAM thingies, but I'm not sure if this is true or not!
